<P>PROBLEM TO BE SOLVED: To improve the image quality of a highlight part of an output image in a laser printer or the like. Ž<P>SOLUTION: In an image processing unit 110, a halftone image signal is outputted from a halftone image buffer 112, and the line-per-inch information of the halftone image signal is outputted from a line-per-inch buffer 113. In an engine 120, an exposure energy setting unit 121 varies exposure energy by elongating and shortening an LD lighting time of an LD drive unit 122 in accordance with the line-per-inch information, thereby controlling sizes of formed dots in accordance with the line-per-inch information. The dot diameter of the case that the line per inch is 150 LPI or longer is 100%. In the range of the line per inch shorter than 150 LPI, the dot diameter is approximately 70% when the line per inch is approximately 50 LPI to approximately 100 LPI, and the dot diameter is approximately 85% in the case of the other line per inch.
