<P>PROBLEM TO BE SOLVED: To provide a technique for giving plantation to places which are not conventionally greened, such as car-track lanes of railway lines so as to contribute to suppressing heat island phenomena in urban areas and global warming. Ž<P>SOLUTION: A greening system is configured such that a biodegradable high-molecular material 3 with water retention is filled, for instance, in part of the void of a ballast of a car-track lane of a railway line, and plantation of creeping, vine and crawling plants is performed using the product as virtual soil. The growth of invading weeds can be suppressed by sunshine blockade through overgrowth of leaves 2 of creeping plants, and loss of soil through decomposition of the biodegradable high-molecular material 3. It is possible to use for planting work a method of spraying a slurry mixture in which seeds or organisms of creeping plants and the biodegradable high-molecular material 3 are dispersed.
