PROBLEM TO BE SOLVED: To further appropriately learn a control amount in idling of an internal combustion engine.

SOLUTION: When the absolute value of vehicle speed change amount ΔV is less than a threshold ΔVref, learning of an idlie control amount such as throttle opening in an engine is permitted to execute learning according to establishment of a predetermined learning condition (S160-S180). When the absolute value of vehicle speed change amount ΔV is the threshold ΔVref or more, such learning is prohibited to suppress wrong learning of the idle control amount (S160, S190 and S200). Accordingly, the learning of the idling control amount can be further appropriately performed.
