PURPOSE: An image encoding/decoding method, an apparatus thereof and an image service system by separating image data into an interest image and a non-interest image are provided to improve the image quality of the domain in which concern is focused. CONSTITUTION: An image separating unit(120) separates video data into a region of interest. A video encoder(130) establishes the second quantization parameter corresponding to a first quantization parameter and a detail domain frame about the region of interest on the fixed the areal bit rate information based on service quality information. The image encoding unit encodes the video data of the region of interest based on the first quantization parameter. An image joint(140) unites video data of the respective encoded region of interest.
