<P>PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing the deterioration and aggregation of a developer, thereby excellently maintaining an image quality over a long period of time, and to provide an image forming apparatus with the developing device. <P>SOLUTION: The developing device 30 includes: a housing 32 which stores the developer; and a conveying member 40 which conveys the developer in a horizontal or nearly horizontal predetermined conveying direction in the housing 32.
