PROBLEM TO BE SOLVED: To provide a means for changing an increment of an output value for each position in a matrix, in a multi-value dither method. SOLUTION: The image forming apparatus includes a RAM 307 and an intermediate change portion 304. The RAM stores a divisor matrix 601 having a divisor value, which is variable for each position in the matrix. In order to change M-tone image data into N-tone image data, the intermediate change portion divides the pixel value of a pixel of interest in the M-tone image data by the divisor value corresponding to the pixel position of the pixel of interest.
