<P>PROBLEM TO BE SOLVED: To provide an antistatic coating composition having high compatibility with a hard coat base, and provide an antistatic film which excels in antistatic properties, transparency, scratch resistance, has high hardness, and exhibits excellent adhesion to a plastic base material and water resistance. Ž<P>SOLUTION: The antistatic coating composition comprises 100 pts.wt. of a hard coat base containing at least one of a monomer containing a plurality of ethylene groups and a prepolymer containing a plurality of ethylene groups, 0.5-50 pts.wt. of a polar polymer compound consisting of a copolymer compound of a macromonomer having a repeating unit of an ion pair polar structure and a macromonomer containing a repeating unit of a monomer containing a fluorocarbon group, and at most 10 pts.wt of a nonpolar polymer compound containing a fluorocarbon group.
