PROBLEM TO BE SOLVED: To provide a heat insulation panel which is equipped with a heat insulation board and an air flowing space, ensures nailing-proof strength, and forms a wall surface without increasing the thickness thereof. SOLUTION: According to the structure of the heat insulation panel, a heat insulation board section (11) consists of strength structural portions (11A) having imparted thereto strength in a thickness direction, and heat insulation portions (11B) having imparted thereto heat insulating function. An air flowing section (12) consists of a body (12A) and a blocking board (12B). The body of the air flowing section is fixed to one surface of the heat insulation board section, and U-shaped cross-sectional portions thereof extending in a first direction are repeatedly arranged in a second direction orthogonal to the first direction to form a cross-sectional shape having imparted thereto the strength in the thickness direction. On the other hand the blocking board (12B) is fixed to one surface of the body, that is opposite to the heat insulating board section to block openings of the U-shaped cross-sectional portions, and thus the air flowing space of a closed cross-sectional shape extending in the first direction is secured in the body of the air flowing section.
