<P>PROBLEM TO BE SOLVED: To prevent information limited in copying from remaining on a medium for a long time by repeating temporary recording and to prevent the information from being copied on allowable number of recording media or more. Ž<P>SOLUTION: When copy control information indicates permission of temporary recording having specific time limit, control information indicating to inhibit temporary recording is added and recorded on the recording medium. Besides, when copying the information limited in copying, a recording device and the number of recording media are detected and the information is recorded on only the allowable number of media or less.
