In a communication system (1), a communication server (20) determines whether or not to permit each communication device (10) to transmit message data and transmits a notification indicating the result of the determination to the communication devices (10). A communication device (10) which is permitted to transmit the message data receives the input of the message data from the user to transmit it to the communication server (20) and communication devices (10) other than that do not receive the input of the message data. If the communication server (20) permits all communication devices (10) to transmit the message data, it receives the message data from the all communication devices (10) to distribute it to each of the communication devices (10). Meanwhile, if the communication server (20) permits some of the communication devices (10) to transmit the message data, it receives the message data from only communication devices (10) which are permitted to transmit the message data to distribute it to each of the communication devices (10).
