PURPOSE: An apparatus and a method for transmitting a plurality of key data are provided to supply a smooth video/audio stream service to a user by decoding of encoded video/audio stream. CONSTITUTION: In a apparatus and a method for transmitting a plurality of key data, an SD- C (Stream Distribution-Client)(12) receives encoded stream contents. The SD-C transfers the received contents to the CP- D (Content Provider-Decryption)(14). An FD- C (File Distribution-Client)(13) transfers the encoded file contents to CP-D and the decodes it. The CP- C (Content Provider-Client)(11) transfers encoding key which is required for decoding the contents to CP-D.
