PURPOSE: A damper apparatus is provided to secure smooth operation of a control member and cope with the situation requiring sudden braking force by assembling the control member in a rotor base. CONSTITUTION: A damper apparatus includes a stator, a rotor(2), a rotor base(20), a control member(21), a bypass channel(22), and an elastic supporting member(3). The rotor base comprises a fixed blade(201). The control member comprises a movable blade(211) which is arranged adjacent to the fixed blade. The bypass channel is formed in the rotor base and opened/closed with the movable blade. The control member is basically positioned to space the fixed blade and the movable blade. The elastic supporting member is formed in the control member.
