<P>PROBLEM TO BE SOLVED: To enhance operability by increasing the degrees of freedom for the work of reading radio tags. <P>SOLUTION: The placement of a storage box on a reading surface is detected from the output state of a photodetector and a first reading control means starts a batch reading process. In the batch reading process, a radio tag reader is driven and data are read from the radio tags of all mailing envelopes housed in the storage box and are stored in a RAM. When a start key is operated without the storage box being placed on the reading surface, the radio tag reader is driven; when the radio tag reader detects the radio tags under these conditions, a second reading control means starts a reading process.
