PURPOSE: A method and an apparatus for reducing serving cell change delay in a mobile telecommunication system are provided to minimize the delay time required for serving cell conversion by selectively applying an activation time depending on the condition of a terminal. CONSTITUTION: The channel states of cells are reported(500-504), and it is detected whether or not there is a physical layer control channel transmitted to itself from the target cell in correspondence with a target cell(510). If so, a serving cell change response signal is transmitted to the target cell, and the target cell is changed into a serving cell. The target cell transmits the data to a terminal(520).
