PURPOSE: A steamer for a steam container is provided to reduce energy consumption by controlling the amount of supplied steam. CONSTITUTION: Heating plates(11) heat water. A lower level steam generating vessel(12) directly touches the heating plates and generates steam. A heat exchanger(13) preheats the water supplied to the lower level steam generating vessel. A water level controller(15) controls the amount of water supplied to the lower level steam generating vessel. A supply pipe sends the steam generated in the lower level steam generating vessel to a steam container. A storage vessel(14) supplies the water for steam generation to the lower level steam generating vessel.
