<p><P>PROBLEM TO BE SOLVED: To provide a group management device and a multicast group management method which perform a multicast group management while suppressing communications traffic. <P>SOLUTION: A token allocating part 21 of this group management device 20 transmits a subscription response message including a token to a data receiving terminal 301 that has transmitted an inscription request message. When the data receiving terminal 301 does not turn out to be in a token allocation target state, a token allocation releasing part 23 releases token allocation to the data receiving terminal 301, and the token allocating part 21 transmits the join response message including the token to a data receiving terminal 302.
