PURPOSE: A device for opening and shutting an internal insulation cover of a vinyl house is provided to reduce the operation load and to minimize the operation time. CONSTITUTION: A device for opening and shutting an internal insulation cover of a vinyl house comprises a guide roller(8) installed at the lower part of the sidewall of a vinyl house; and a plurality of fixing clips(11,12,13) installed at the end and upper part of an internal insulation cover(3), wherein the end part of the one direction and the end part of the other direction of the working wire(10) passing the fixing clips and the guide roller in turn, are connected to the end of the first wire(5), thereby pulling and loosening the working wire in one direction or in the other direction by the pulling and loosening of the first wire so as to open and shut the internal insulation cover.
