The arrangement has a central control cylinder (1) and a working cylinder (2), which are axially supported and arranged tangential to each other. The cylinders have a partial external lateral surface and a partial internal lateral surface, which roll opposite to each other. A set of impulse surfaces is arranged on the lateral surfaces of the working cylinder, where the control cylinder and the working cylinder operate in a common turbine housing (3). The cylinders seal opposite to each other over the lateral surfaces during rolling of the cylinders. An independent claim is also included for a method for operating a root turbine arrangement.
