PURPOSE: A panel for guiding a wiring position of an underground optical cable for communication is provided to reduce pressure applied to an optical cable by elastically moving a first optical connector and a second optical connector of a guide panel till a second protrusion. CONSTITUTION: A first guide panel part includes a housing(10) having a first receiving part, a first optical connector(20) hanging on a first protrusion, an inner optical cable(30) having a length longer than a diameter of the housing, and a first spring(40) for elastically fixing the first optical connector. A second guide panel part includes a cover(60) fixed to the housing, a second optical connector(50) hanging on the second protrusion, and a second spring(70) for elastically fixing the second optical connector. A safety device includes a proximity sensor(80), a light(90), an optical detector(130), an optical signal indicator(140), a control part(100), a switch(110), and a power supply unit(120).
