Provided is a steam turbine (3) comprising a turbine rotor (4), moving blades (5) implanted in the turbine rotor (4), stationary blades (6) arranged on the upstream side of the moving blades (5), and a turbine casing (13) supporting the stationary blades (6) and enveloping the turbine rotor (4), the moving blades (5) and the stationary blades (6).  The moving blades (5) and the stationary blades (6) are individually paired to form one of stages (7), and these stages (7) are arranged in the axial direction of the turbine rotor (4) thereby to form a steam passage (8).  The surfaces of the stationary blades (6) and the surfaces of the moving blades (5) are treated at least partially thereof to suppress the surface roughness which might otherwise be increased by oxidation.
