A resource allocation method, a system and a device are provided by embodiments of this invention, so flexible resource allocation can be achieved. The resource allocation method provided by the embodiment of this invention includes sending spectrum aggregating mode used by user equipment (UE) in a period of time and concrete definition method of each spectrum aggregating mode to UE, so the method can adapt change of user equipment ability, service and load of each carrier and so on. The time of blind detection of control channel can be reduced by the combination of several carrier aggregating modes which may be used and informed by semi-static signaling and concrete carrier aggregating mode identification and concrete resource allocation information indicated by dynamic control channel.
