PURPOSE: A method for producing a cleaning device and the cleaning device are provided to improve sealing of a gap. CONSTITUTION: A blade supporting plate(23) supports a blade(22). A felt member contacts the surface of a toner image retaining body. The blade and felt member are mounted on a cleaning frame(21) through liquid materials. The cleaning frame has a toner containing part containing toner removed by the blade.
