PURPOSE: A femto cell with subscriber management function and a subscriber management method thereof are provided to manage a state of a home subscriber by discriminating the home subscriber from a general subscriber during a handover of a terminal. CONSTITUTION: A group subscriber information DB(22) stores information of a subscriber using a service through a home Node B and a registered state of a terminal of the corresponding subscriber. A paging message transmitting/receiving unit(23) transmits a paging message to the terminal of the corresponding subscriber on the basis of the information. The paging message transmitting/receiving unit receives a response message for the paging message. A network management unit(21) maintains and changes the registered state of the terminal according to a receiving state of the response message.
