PURPOSE: A device for detecting deformation of a rail and a settlement measurement system using the same are provided to facilitate post management by checking a settlement state or unequal settlement of a facility. CONSTITUTION: A smart pipe(110) is installed at the lower part of a line. An optical fiber lattice sensor(111) for measuring a strain is attached to the smart pipe. A data processing module(120) generates measurement result data by using the strain. The data processing module wirelessly transmits the measurement result data to a remote site. The optical fiber lattice sensor is inserted and installed between grooves formed in the wall of the smart pipe.
