<P>PROBLEM TO BE SOLVED: To prevent the degradation of cleaning performance on an image carrier. Ž<P>SOLUTION: A first roll brush 39 is formed of a material which triboelectrifies toner 47 with the positive polarity, and a positive bias is applied to the first roll brush 39 through a first recovery roller 41 by a first bias applying device 45. A second roll brush 40 is formed of a material which triboelectrifies the toner 47 with the negative polarity, and a negative bias is applied to the second roll brush 40 through a second recovery roller 42 by a second bias applying device 46. Biases having the same polarity with which the toner 47 is triboelectrified by brush materials of both roll brushes 39 and 40 are applied to the roll brushed 39 and 40 in this manner, whereby cleaning performance for the toner 47 of both roll brushes 39 and 40 is enhanced to prevent the degradation of cleaning performance on an intermediate transfer belt 16.
