<P>PROBLEM TO BE SOLVED: To provide a notification controller for controlling the volume of attention broadcast to a person who behaves in a peculiar manner, according to one's surroundings and the content of the peculiar behavior. Ž<P>SOLUTION: The notification controller 1 processes picked up image inputted for each monitoring camera 2 and detects whether or not there is a person to note to who behaves in a peculiar manner. The notification controller 1 identifies a monitoring camera 2, which has inputted the picked up image that detects the person to note to identify the location where the person to note is. Also, the notification controller 1 selects a speaker 3 for emitting sound related to the attention broadcast and determines content of the sound emitted from the speaker 3 and volume of the sound emitted. Also, the level of noise sound around a monitoring region where sound-collecting microphones 4 are installed from inputted sound signals for each sound-collecting microphone 4.
