PROBLEM TO BE SOLVED: To solve the problem that it is difficult to stably generate small bubbles from large bubbles. SOLUTION: The image forming apparatus includes: a bubble generator 205 for generating bubbles 210 from processing liquid 201 such as liquid, gel or both liquid and gel; an application roller 212 for applying the bubbles 210 generated in the bubble generator 205 to a recording medium 100; and a density measuring section 240 for measuring the bulk density of the bubbles 210 delivered to the application roller 212 from the bubble generator 205 through a supply route 206. The bulk density measuring section 240 includes a measuring apparatus 242 provided in parallel with the supply route 206 and measuring the weight of a measuring route 241 through which bubbles 210 pass.
