<P>PROBLEM TO BE SOLVED: To provide a fuel injection valve with a stable fuel injection amount or spray characteristics without deterioration in the responsiveness of a movable valve by adopting structure controlling a flow rate of unswirled fuel passing through a gap between an inner diameter part of a swirling body and the movable valve. Ž<P>SOLUTION: A valve seat 10 having a fuel injection port 11 is disposed at one end of a hollow cylindrical body 5. The movable valve 7 is abutted on and separated from the valve seat 10 to open and close the fuel injection port 11. The fuel swirling body 6 surrounds and slidably supports the movable valve 7, and a fuel swirling groove 6a give fluid flowing into the fuel injection port 11 a swirling force. When a cross sectional area of a gap between the inner diameter part of the fuel swirling body 6 and an outer diameter part of the movable valve 7 is D1, and a total cross sectional area of the fuel swirling groove 6a is D2, D1/D2 is 0.02 or smaller.
