<P>PROBLEM TO BE SOLVED: To avoid incapability of display of a flow rate existence/absence display with excellent followability, relative to a change of existence/absence of use of a gas flow rate. Ž<P>SOLUTION: This device is equipped with a flow rate detection part 11, a flow rate calculation part 12, a flow rate value display part 13, an average flow rate determination part 14, a flow rate existence/absence display part 15, an instantaneous flow rate determination part 16, an abnormal flow rate determination part 17, a valve driving part 18 and a valve 19. The instantaneous flow rate determination part 16 stops output of a flow rate display request C, when receiving a valve closing signal D from the abnormal flow rate determination part 17, outputs the flow rate display request C, when exceeding a continuous flow rate existence determination value continuously in a plurality of times, based on a flow rate B of the flow rate calculation part 12, stops output of the flow rate display request C, when falling below a continuous flow rate absence determination value continuously in a plurality of times, and can switch the flow rate existence/absence display by the flow rate existence/absence display part 15 in a short time.
