<P>PROBLEM TO BE SOLVED: To form a composite longeron and arrange and compress it on a composite outer plate of an aircraft by using a method not using human power and a related device. <P>SOLUTION: One input of a composite material is arranged on a tool assembly used to form the one input of the composite material on the preliminarily formed longeron. Both of arrangement and compression are carried out by making the longeron contact with the outer plate by moving the preliminarily formed longeron to the neighborhood of the outer plate by using the tool assembly while holding the longeron on the tool assembly.
