PROBLEM TO BE SOLVED: To solve the problem that it is difficult to apply a processing liquid to a recording medium with a uniform film thickness. SOLUTION: The image forming device has a bubble generation/supply section 211 for generating bubbles 210 from foamable processing liquid 201 such as liquid, gel, or both liquid and gel and supplying them to an application roller 212, the application roller 212 for bearing the bubbles 210 on the circumferential surface and applying the bubbles 210 to a recording medium 100, a thickness regulating member 214 for regulating the film thickness of the bubbles 210 borne on the application roller 212, and a heating member 218 for dispersing unnecessary bubbles 210a circulating to the rear side of the thickness regulating member 214 from among the bubbles 210 borne on the application roller 212 on the downstream side of the thickness regulation member 214 by heating.
