<P>PROBLEM TO BE SOLVED: To provide a carrier having good dispersibility of a charge controlling agent included in a resin layer and having no difference among production lots, to provide a two-component developer capable of suppressing variance in charge amounts by production lots by containing the above carrier developer, and to provide a developing device and an image forming apparatus capable of stably forming an image having fixed image density for a long period of time by using the above two-component developer. Ž<P>SOLUTION: The carrier 100 includes a core particle 101 and a thermosetting silicone resin layer 102 formed of a thermosetting silicone resin on the surface of the core particle 101, wherein the thermosetting silicone resin layer 102 contains a charge controlling agent having positive charging properties and is formed by a thermosetting process at a temperature lower than the melting point of the charge controlling agent included in the resin layer.
