PROBLEM TO BE SOLVED: To provide a novel configuration of an optical rotary encoder to be constructed with fewer parts. SOLUTION: The rotary encoder is provided with: a fixed slit plate 202 in which slits 202a, 202b are formed in the positions where slits 201a of a rotating rotation slit plate 201 pass through; a photo IC 204 having light receiving elements 204a, 204b; and a printed wiring board 203 on which the fixed slit plate 202 is directly fixed to a back surface 203A facing the side of the rotation slit plate, and a photo IC204 is face-down mounted to a part loading surface 203B facing the opposite side of the rotation slit plate. A through-hole 203a for getting through light from a light emitting element 100 is formed in the printed wiring board 203, and the light receiving elements 204a, 204b of the photo IC 204 face the slits 202a, 202b of the fixed slit plate 202 through the through-hole 203a.
