<P>PROBLEM TO BE SOLVED: To provide a composite soft magnetic material which is high in fluidity and which excels in moldability. Ž<P>SOLUTION: In this composite soft magnetic material, an insulation coating formed of a thermosetting resin is attached to the outside of soft magnetic powder; the insulation coating is formed of a silicone resin; and a repose angle is smaller than 45°. This manufacturing method of a composite soft magnetic material includes a compounding process of compounding the silicone resin with the soft magnetic powder; and a mixing process of mixing the compounded body of the soft magnetic powder and the silicone resin, at a number of revolutions exceeding 200 rpm , in a state of being heated above 100°C. In particular, it is preferable that the heating temperature br set such that it is 150°C or higher, and the number of revolutions is set to 400 rpm or higher in the mixing process.
