PROBLEM TO BE SOLVED: To provide a low-cost vehicle condition recording device capable of recording the accurate time at all times. SOLUTION: A ground device 1 acquires accurate time information T at any time through a GPS antenna A. When a pickup coil L2 and a wayside coil L1 are electromagnetically combined with each other, the ground device 1 transmits the time information T to the on-vehicle device 2 through them. The time information T received is written in a time information holding section 24. Meanwhile, vehicle condition information D is written in a vehicle information holding section 26. When the time information T is read out from the time information holding section 24, a control section 21 outputs it to a time counting section 23 and corrects the present time to the accurate time. Meenwhile, when the vehicle condition information D is read out from the vehicle information holding section 26, the control section 21 writes it in a recording section 22 along with the present time.
