<P>PROBLEM TO BE SOLVED: To solve conventional problems that a content distribution device simultaneously performs content distribution processing and content encryption processing, and the content distribution processing is affected by high-loading encryption processing, so that the number of contents which can be simultaneously distributed is decreased and the using efficiency of the content distribution device is degraded. Ž<P>SOLUTION: A content distribution system has a plurality of encryption devices, and each of them refers the rate of encryption completion, which indicates the rate that received contents have already been encrypted, and then performs encryption. If the system encrypts content and then distributes it in this structure, the load balancing for encryption processing between encryption devices can be feasible, so that the using efficiency of the content distribution device can be improved without decreasing the number of contents that can be simultaneously distributed from the content distribution device.
