<P>PROBLEM TO BE SOLVED: To provide a nonaqueous electrolyte composition which is effective on bulging control of a battery in initial charging and discharging and storage at high temperature, and a nonaqueous electrolyte secondary battery using the nonaqueous electrolyte composition. <P>SOLUTION: The nonaqueous electrolyte composition contains an electrolyte including a cyclic carbonate shown by a general formula (1) and halogenated cyclic carbonate selected from general formulas (2), (3), and (4), and the nonaqueous electrolyte secondary battery includes the nonaqueous electrolyte composition. In the general formula (1), R1 is C<SB>w</SB>H<SB>2w+1</SB>(0≤w≤4), R2 is C<SB>x</SB>H<SB>2x+1</SB>(0≤x≤4), R3 is C<SB>y</SB>H<SB>2y+1</SB>(0≤y≤4), and R4 is C<SB>z</SB>H<SB>2z+1</SB>(0≤z≤4), and 2≤w+x+y+z≤6.
