<P>PROBLEM TO BE SOLVED: To provide a head candidate extraction device allowing efficient prediction of appearance of a person. Ž<P>SOLUTION: This head candidate extraction device is a device extracting one or more head positions in an image by use of an image input device, and includes: an acquisition means 11 for the image acquiring the image from the image input device; a creation means 12 for a silhouette image creating the silhouette image obtained by extracting an area of an image wherein the person is seen from the image obtained by the acquisition means 11 for the image; a creation means 13 for an edge detection image creating the edge detection image that is an image obtained by extracting an edge from the image obtained by the acquisition means 11 for the image; a characteristic quantity database 21 storing the created silhouette image and edge detection image; and an extraction means 14 for a head candidate position extracting the head candidate position by use of the created silhouette image and edge detection image.
