<P>PROBLEM TO BE SOLVED: To smoothly convey each vibration damper from a first workbench to a second workbench while sufficiently suppressing vibration and impact to be exerted on the vibration damper during conveyance, and to efficiently manufacture vibration damping wall panels. Ž<P>SOLUTION: A panel manufacturing line has a movable carriage 120 which can move, along a conveyance direction F, between a delivery position where a distal-end part of an inner roll array 140 is inserted between a pair of intermediate roll arrays 156 and a receiving position where the inner roll array 140 moves away from the pair of intermediate roll arrays 156. By moving the movable carriage 120 with the vibration damper 12 placed thereon to the delivery position, therefore, the vibration damper 12 can be smoothly moved from the movable carriage 120 to a first assembly workbench 150 through a pair of outer roll arrays 126, the inner roll array 140, and the intermediate roll arrays 156.
