<P>PROBLEM TO BE SOLVED: To obtain an image reader for urging a user to more reliably fix a scanning body and release the fixation, and to obtain an image-forming device. <P>SOLUTION: When an operation panel unit 24 is disposed at a lock position P2, the side of the operation panel unit 24 is assigned to a moving direction side of a scanning unit 32 to control the movement of the scanning unit 32.
