PROBLEM TO BE SOLVED: To provide a glycerin reforming apparatus and a glycerin reforming method where the reforming of glycerin can be attained with high energy-utilizing efficiency, and glycerin can be converted into a valuable gas. SOLUTION: The glycerin reforming apparatus 1 includes: a reforming reactor 2 where a catalyst layer 9 is formed at the inside and reaction is caused between the glycerin and a gas for reaction comprising a part or the whole of steam, oxygen or air and hydrogen using the catalyst, so as to reform the glycerin; a cooling and heat-recovering device 3 cooling a gas after the reforming produced after the reaction and recovering heat from the gas after the reforming; and a gas refining device 4 refining the gas after the reforming.
