<P>PROBLEM TO BE SOLVED: To reduce feeling of discomfort of a seated person by reducing a force applied to a rotation regulation (locking) part of reclining when applying an impact force to the back part and, when rattling of the rotation regulation part is transmitted to the back part, sufficiently reducing it. Ž<P>SOLUTION: A seat apparatus includes a base arm 1, a seat support part 23 rotationally supporting a base part 22 at the base arm and supporting a seat base 3 at a part different from the base part 22, a back base 2 having a lock receiving part 24 receiving the rotation regulation to a part different from the base part 22, a seat base 3 rotationally supported at its rear part by the seat support part 23 of the back base 2 and moving operatively connected with the rotation of the back base 2, and a locking mechanism 4 having a locking first member 41 provided at the seat base 3 or the base arm 1 and a locking second member 42 linked with the lock receiving part 24 of the back base 2 and regulating the rotation of the back base 2 by the engagement of both members.
