<P>PROBLEM TO BE SOLVED: To provide an emulsifying and dispersing apparatus capable of well performing the emulsification of a substance to be mixed with a fluid to be treated, for example, an oily substance and capable of also performing the emulsification and dispersion of a relatively hard granular solid substance to be mixed. Ž<P>SOLUTION: The emulsifying and dispersing apparatus is constituted so that a plurality of ring-shaped projections 20 forming a ring shape around an axial center are provided on the surface of the disk valve 12 fronted to an emulsifying treatment passage 15, a plurality of slits 21 complementarily combined with the ring-shaped projections 20 are provided to the surface of a sheet 11, the mother material of the disk valve 12 and the sheet 11 is constituted of stainless steel and a Stellite HIP layer 30 formed by a hot isotropic pressurizing method is provided to the surfaces of both of the disk valve 12 and the sheet 11 fronted to the emulsifying treatment passage 15.
