PURPOSE: A plasma generating device and a plasma spectroscope analysis device including the same are provided to improve reliability of a component analysis without an inflow of impurity by generating plasma without electrochemical reaction of a fluid and an electrode. CONSTITUTION: A bottom plate(110) includes a first fluid storage chamber(112), a second fluid storage chamber(114), and a fluid channel(116) positioned between the fluid storage chambers. A top plate(120) is positioned on the bottom plate, and includes a first through hole(122) connected to the first fluid storage chamber and a second through hole(124) connected to the second fluid storage chamber. A first electrode(119) and a second electrode(120) are positioned on a bottom surface of the bottom plate. The fluid channel includes a bottleneck region.
