<P>PROBLEM TO BE SOLVED: To prevent a bicycle from being turned over when the bicycle is moved by hand or to be parked, by hindering the front wheel from moving backward. Ž<P>SOLUTION: When a rotary lever 21 adjacent to the left grip 19 of a bicycle handlebar is turned in the first direction 301, a band brake 17 is pulled through a wire 5, and the lining inside surface of the band brake 17 is contacted with the outside surface of a drum 15 furnished with a free mechanism against the elongating force of a compression spring 173 to prevent the front wheel from rotating reversely in the backward direction, and when the rotary lever 21 is turned in the second direction 311, the hand brake 17 being pulled is released through the wire 5, and the lining inside surface of the hand brake 17 is separated from the outside surface of the drum 15 by the elongating force of the compression spring 173, and the front wheel being prevented from reverse rotation in the backward direction is released.
