<p><P>PROBLEM TO BE SOLVED: To improve throughput needed for distributing multi-contents by applying ROHC (robust header Compression) to MBMS (multimedia broadcast multicast service). <P>SOLUTION: In a MBMS system, a base station 100 generates a data control task 160 and a first header control task 170a, and a second header control task 170b, corresponding to each terminal device for a MBMS function module 140.
