PROBLEM TO BE SOLVED: To clearly report that it is pseudo continuation in the period of the pseudo continuation, to easily synchronize symbol variations and lamp control, and to reduce the processing burdens of control. A lamp control part 202c has lamp data to which a light-emitting color corresponding to the number of times of receiving the pseudo continuation command is set, receives the pseudo continuation command, determines the light-emitting color during the symbol variation using the light-emitting color set to the lamp data, and also clearly reports that it is the pseudo continuation without receiving the command of the lamp control outputted from an image control part 202b during the period of the pseudo continuation by the reception of the pseudo continuation command.
