Ž<P>SOLUTION: In a disaster message board system 30 included in a safety confirmation system 10, a message registration section 31 receives a message transmitted from a first communication terminal 50A via a mobile communication network, and transmits the message to other terminals according to a message distribution request from the other communication terminal. Also, information on the message is transmitted to a network control unit 20 included in the safety confirmation system 10, and held as the safety information of the first communication terminal 50A. When a communication request from a second communication terminal 50B to the first one 50A is received, notification safety information created at a notification safety information creation section 25 based on the safety information is transmitted to the second communication terminal 50B, thus transmitting precise information including the disaster-stricken situation or the like of the owner of the first communication terminal 50A to the second communication terminal 50B.
