<P>PROBLEM TO BE SOLVED: To provide a bag-making and packaging machine of a type in which wrapping materials are continuously conveyed, which is capable of evading deterioration of sealing performance at a laterally sealed portion or the like while efficiently performing a bag-making operation, even if a gusset-forming mechanism is mounted. Ž<P>SOLUTION: The bag-making and packaging machine 3 includes a pull-down belt mechanism 14 that continuously conveys a tubular film (Fm), together with a laterally sealing mechanism 17 that performs horizontal seal using seal-jaws 17a, 17b, and gusset-forming mechanism 18 that forms a gusset (G) at the side surface part of a bag-made bag (B). The gusset-forming mechanism 18 includes folding-in members 18a, 18b that move along in the direction in which the tubular film (Fm) is conveyed in its contacting region with the tubular film (Fm) while driving these folding-in members in such a way that they are pressed against a part of the tubular film (Fm).
