摘要 PROBLEM TO BE SOLVED: To reliably manufacture a high alloy ultralow carbon steel of [alloy element]≥1.5 mass% and [C]≤0.0020 mass%. SOLUTION: The method for manufacturing the high alloy ultralow carbon steel of ≥1.5 mass% [alloy element] and ≤0.0020 mass% [C]. by refining with an RH refining apparatus 1. In the precharge before one of the charge for refining the high alloy ultralow carbon steel, the decarburizing treatment of the ultralow carbon steel is performed so as to attain ≤0.0020 mass% [C]. After the decarburizing treatment, reflux treatment is performed at a reflux rate of 0.32 to 0.64 t/minute×(molten steel ton) after the decarburizing treatment for 13 minutes and thereby, the base metal adhering to the RH refining apparatus is previously melted into the ultralow carbon steel and removed, and the production of the high alloy ultralow carbon steel is performed using this charge in the RH refining apparatus.
